Independent third-party agent that tells another agent whether to pay an Irish supplier invoice: EXECUTE_PAYMENT, REJECT_PAYMENT or FLAG_FOR_HUMAN_REVIEW, from CRO, EU VIES, IBAN, 3-way match and signature checks. Pay per call with x402 from 0.005 USDC. It decides only; it never moves money.
